Caleb Cushing writes to William Lloyd Garrison informing him that he has spoken to the United States Secretary of the Navy [James Kirke Paulding] and "he is now satisfied that your brother's [James Holley Garrison] absence with you was a mere technical violation of laws & involved no injury to the service." Paulding told Cushing he will "give such additional orders as to close the case in the manner desired."
